This is the
first formal publication of the debates and proceeding in the Congress.
The "Annals"
were compiled from newspaper and other published records and only
included summaries of the House and Senate Activities and debates
Considered important by the compiler/publisher. Neither the House
nor the Senate was completely covered. The Senate did not vote to
admit reports until 1802.

"Annals of Congress"
is a valuable historical primary resource. Davidson College Library's
collection includes the "Annals" from the 1st Congress (1789) to the 18th
Congress/1st Session (1824). These volumes are on Reserve at Circulation
